I would be okay with it. Most legitimate coders remove that option from the game. And if it's there to be fooled around with, go for it. Most of those games are easy anyways. It's third party programs that I have a program with. Cheat engine / auto clicker. I'll even go on record to say computers older than 5 years are not "legit". It's the same as using a program to slow down the animation. Reaction time is huge in many of the 500 medal games on newgrounds, and if you can slow down everything, it gives you an unfair advantage.
I know people are going to say "But I don't have the money for a new computer", but the reality is that you don't deserve some of the medals because they were programmed to test your reaction time. Like that new icicle drop game. I'm sure I could go buy a crappy laptop with a poor graphics card and get all the medals first try, but is that fair? Sure, it takes longer to do, but big deal. It's almost guaranteed.
I don't want to start a long winded argument with people, just my opinion. No way to enforce it, so you obviously will never be banned for playing with a slow computer, just how I feel.
