You raise your whistle level by flagging under judgement submissions that break the rules, you can also get whistle points from marking reviews that break the review guidelines as abusive.
The more whistle points you have the higher your flag power meaning you blowing the whistle will have a greater effect and will bring the submission/review to an admin/review mod sooner.
You go up a whistle level from repetitive correct use of blowing the whistle.

You get Blam/Protection points from voting on under judgement submissions.
If you vote 0 or 1 on an under judgement submission and the submission ends up getting blammed, you will recieve a blam point. If you vote 2, 3, 4 or 5 on an under judgement submission and the movie ends up getting protected, you will recieve a Protection point.
Getting a certain amount of Blam/Protect points gives you a boost in voting power, look here to see how many B/P points you need for each rank and to see how much additional voting power each rank gives you.

so if someone says someting offencive i should report it and if a underjudgement flash is on i can blam it or proct it. but where do i find underjudgement flashes????

Just go to the Flash Portal. Then look in the top left, and you will see some flashes, that have a gray background. Those are the Under Judgment flashes.

That is the flash portal, where people submit their flash. Under judgement submissions are on the left of the three columns, and they have a gray background rather than dark gray.

In the portal, under the 50 most recent section. They have a light grey background (see pic).
