You are just too impatient. Wait for at least a day to let a club decide to accept you. Generally, they won't care about your level and accept you just as long as you don't spam.
I just looked at your post in the Abusive reviews club, it's not long since you wrote it asking to join, you just have to wait for someone to read it that will let you join, you won't instantly be accepted as soon as you post, you just have to wait.
If you want to be a part of more clubs, check out theClubs & Crews Forum and post asking to join in some of the clubs there that you're interested in.

Alright- I saw your post in the club I'm attempting to revive, the A.R.C. A few pointers:
#1 - Wait longer than 14 minutes to ask for acceptance - I have dinner to eat you know...
#2 - It is the Abusive Review Club, so you probably want to put more in your reviews than "I liked it"
#3 - It's pretty much a dead club. Unless I suddenly get a spurge of people, I'm calling it dead.

I don't participate in the Chat on NG, so I wouldn't know precisly how it works.
But, it would be much closer to the "you responds, he quickly responds" thing.
