You could be in that list but the members decided that users that are already included in the mods list or the whereis/howto members list shouldn't be included in this one. As for the review mods list, it's new and it's an exception (ramagi proves it).
I guess that it's a list for people that aren't included in another list and currently come here regularly.
Right now, some rules about that list are more confused than anything else.

Why is the newest list list B? Shouldn't the newest list be list D? It has nothing to do with review mods or anything, I just think it's weird the latest addition is list B. (this has nothing to do with "what" the newest list is, rather it has everything to do with the "newness" of the newest list).
I figured that listing all the Mods on one page would make for easier readibility. Mods, and then Wi/Ht?ers. Having them together is nicer on the brain too. But don't feel like the Wi/Ht?ers are being slighted, cause if you didn't know, I'm on the same list you are on. If, or when I find a list of the Audio Mods, I'll be putting them right next to the other Mods. So don't freak out when of if that happens =D

Well, I think that some of the mods you depicted as "only screwing around and banning and locking" are doing exactly what the admins modded them to do, but... you're entitled to your opinion of the mods. There ARE many inactive mods as you said, and the mods who ARE active vary in how they mod, and it's easy to see why some users would have a problem with it. Example: bigbadron. Often comes into new topics and locks them with a witty, biting comment. But he's locking the crappy topics and doing what the admins want. It's all up to your perspective.
But the important part is... you didn't superovergeneralise all mods into one big group of "bad" or "powermad" or whatever other description people often use. And even if you had, I wouldn't threaten to delete your post. I have no idea what Recon is on about. O_o
